ANALYSIS OF IMPLEMENTATION OF EXCLUSIVE BREASTFEEDING PROGRAM AT THE HEALTH CENTER LUMPATAN MUSI BANYUASIN

Abstract


Background: The exclusive breastfeeding program is a promotion program in giving breastfeeding to infants without giving any other food or drink. Public Health Centers of Lumpatan had socialized  to the local community through integrated health post. Although  sosialization has been done several times, but the these implementation were not working effectively. These were showed by the decrease in the coverage of exclusive breastfeeding in community Public Health Centers of Lumpatan, for the year 2010 amounted was 77%, in 2011 was 62%, in 2012 was 61% and 2013 was 61%, therefore the target of exclusive breastfeeding 80% by the Department of Health and MDGs was not reached. The objective of study is analyse of system improvement of the exclusive breastfeeding  program coverage in lumpatan public health center

 

Methods: This is descriptive qualitative research. Informants were 17 people, consisting of 5 people in the clinic, 7 midwives and 5 mothers who have infants aged 0-11 months. The study was conducted using interviews and observation. Triangulation was conducted for validity and reliability of data.

Results: The qualification of workers at the Public Health Centers Lumpatan was not appropriate with the regulations from Ministry of Health RI in 2013 which stated that any health service need to have a trained breastfeeding counselor at the health centers while Lumpatan did not have any breastfeeding counselor team, but quantity of the workers was appropriate with Law No. 40 2004. Exclusive breastfeeding program funded by the BOK and ASTA (Muba Universe Insurance). Exclusive breastfeeding program was not a priority program at Public Health Centers Lumpatan, therefore Public Health Centers still lacked of facilities and infrastructures such as the corner of lactation and media outreach in the East and West Bailangu village.

Conclusions: Implementation of the program was done with counseling during the examination at health centers and integrated health post activities. Causing factors to the decline in coverage of exclusive breastfeeding in this study were method of socialization from midwives, mothers with low knowledge of an additional food besides breast feeding or giving complementary feeding too early.
