THE READINESS OF HOSPITAL CONSTRUCTION ANALYSIS IN OGAN ILIR DISTRICT

Abstract


Background : The existence of the health insurance program in South Sumatra causing community access to referral health services in hospitals is increasing. So that the utilization of health services by the public in Ogan Ilir district have also increased. However, until now there has been no hospital facilities in the region. Planning have begun construction of the hospital since 2009, but until now has not finished so need to be investigated how the readiness of local government in the construction of hospital in Ogan Ilir district.

Methods : This study was a descriptif studies, conducted with a qualitative approach. The data used in the form of primary data collected by in-depth interviews and observation. Then the data analysis with content analysis techniques.

Results : Based on Law Number 44 of 2009 is known that in the preparation of the Regional General Hospital in Ogan Ilir not meet the six requirements of the construction of the hospital. There are still some requirements were not met as a means of building that is still in the stage of physical realization, as well as infrastructure, pharmaceutical and equipment that is not yet realized. This is because of funding constraints and lack of support from the legislature.

Conclusions : Concluded that the preparations are done in the construction of hospital in Ogan Ilir not optimal. So it is recommended that health department can seek funding and other support so that the construction of hospital in this region can be realized. In addition to facilitate resident access to hospital services, as well as to implement the local government authority in the field of health.
