IMPLEMENTATION OF INTEGRATED ANTENATAL PROGRAM IN PUSKESMAS TANJUNG AGUNG OGAN KOMERING ULU USING BALANCED SCORECARD APPROACH

Abstract


Background: Integrated antenatal program is one of the public health program that includes MCH services, nutrition, infectious disease control and treatment of non-communicable diseases as well as some local programs and other specifics programs. Balanced Scorecard is a performance measurement and reporting method that can also be applied in the field of public health which is to evaluate public health programs. Method: This study used a qualitative approach with Balance Scorecard for Public Health Method. Information was obtained through in-depth interviews with 18 informants and observations and also document review. Analysis of data using a matrix that has been grouped according to perspective of the balanced scorecard quadrants. Validity test used was data triangulation, methods and research.

Result: Perspectives of using resources and services, the facilities and infrastructure is still missing in inspection and handling tools of HIV case, sexual transmitted infections case and Hepatitis B. Beside that, in health worker still missing too. In perspectives of antenatal care process have not been accordance with the specified service standards. Community involvement (health cadres) in the antenatal program is still very rarely involved. Thus, it affected to health status perspective that consists of decreasing K1 and K4 coverage. It also contributed to the high number of maternal deaths in Puskesmas Tanjung Agung.

Conclusion: The implementation of integrated antenatal program in Puskesmas Tanjung Agung still not so in accordance with the standards. Thus, it still needed a lot of improvement especially in 4 perspektif of balanced scorecard approach.
