IMPLEMENTATION THE REFERRAL HEALTH CARE OF JAMSOSKES SUMSEL SEMESTA PROGRAM YEAR OF 2011 (Case Studies in dr.Ibnu Sutowo Baturaja)

Abstract

Background: Jamsoskes Sumsel Semesta is a health insurance program that was developed by the Province of South Sumatra. There were complaint from patient of Jamsoskes about the health service that was given by dr.Ibnu Sutowo Baturaja hospital, Therefore the purpose of this study is to know how implementation the referral health care policy of Jamsoskes Sumsel Semesta program in dr. Ibnu Sutowo Baturaja hospital.

Method: This study was a qualitative research design based on case studies approach. The method used in this study is in-depth interview, observation and document review. To see the validity information used triangulation, then the results will be presented in narrative form. Theory used for data analysis in this study is the theory of George C. Edward III,consist of the communication,  resources, disposition, and structure of the bureaucracy

Result: From the aspect of communication, transmission factor has been running well but clarity and consistency has not run optimally, from the aspect of resources there are still some obstacles, human resources, information, and facilities, then from the aspect disposition,that are less supportive attitude can hinder policy implementation, from the aspect of the bureaucratic structure, the implementation of the SOP has not run optimally, and coordination with the health center has not been run well

Conclusion: The results showed that implementation of the referral health care policy of Jamsoskes Sumsel Semesta program at dr.Ibnu Sutowo baturaja hospital has not been run well, this is because there has been found several barriers in the implementation, not only from communication, resources, disposition, and bureaucratic structures in implementing the policy but also there were still some cases that was not appropriate with the guidelines of  Jamsoskes Sumsel Semesta. It is recommended for government to increase socialization of the program not only for public as the target of this policy but also the officers executing the policy, and then required the continuous guidance and supervision in the implementation.
