ANALYSIS OF HEALTH OPERATIONAL AID (BOK) PROGRAM MANAGEMENT IN SUNGAI PINANG HEALTH CENTER OGAN ILIR REGENCY 2013
Abstract
Background : Health Operational Aid (BOK) is Central Government fund to The Local Governement for MDGs acceleration in health sector 2015 through health center performance improvement in impelementing the promotive and preventive health service. Recapitulation of health operational aid program implementation in Ogan Ilir Regency 2013, showed the lowest fund absorption from 25 primary health care was Sungai Pinang Health Center. The purpose of this study was to evaluate the management of health operational aid program in Sungai Pinang Health Center Ogan Ilir District 2013.
Method : This research was evaluation study using a qualitative approach. Information gathered through indepth interviews with 10 informants, as well as done with observations and document review. Validity test used triangulation of sources, methods, and data.
Result : The official of health operational aid management program in health center level were 2 health operational aid management officers (the head of health center and health operational aid treasurer) and 6 officers as health operational aid management program caretakers. The health operational aid management team in health center has been given technical instruction training from health departement. The availability of infrastructure was limited caused by health operational aid fund should not be used to infrastructure supply. The inappropriate schedule of health implementation has not been achieved. The implementation of health operational aid program was conducted indirectly by Ogan Ilir Regency Health-Service.
Conclusion : The implementation of health operational aid program in Sungai Pinang Health Center has not been running maximal. So, it is suggested to increase the program caretakers motivation and responsibility to do the activity in order reaching the target and purpose of MDGs 2015.
