ANALYSIS OF THE CHARACTERISTICS OF ORGANIZATIONAL CULTURE IN THE WORKING AREA OF THE AGENCY OF FAMILY PLANNING AND WOMEN EMPOWERMENT CITY OF PALEMBANG

Abstract


Background: The Achievement of program from Government Agency Performance Report of National Family Planning Coordinating Board 2014 and from The Strategic Plan of The Agency of Family Planning and Women Empowerment City of Palembang 2013-2018 showed that the Trend achievement of program tends to decline. Its inaccesibility between the target and the realization of the program showed symptomps of low performance. Some experts revealed that high and low performance of employees due to the characteristics of organizational culture.  The study aim to analysis of the characteristic of organizational culture

Method: This research used descriptive method with qualitative approach. Research units located in head office of The Agency of Family Planning and Women Empowerment City of Palembang, District Bukit Kecil and District Sematang Borang. The data was obtained from indepth interview with 9 informants consisting from one person Agency Secretary, two persons Head of Division, two persons Head of Technical Implementation Unit and four persons Family Planning Field Worker. Variable in this research was innovation and risk taking, attention to detail, outcome orientation, people orientation and team orientation. Validity of data was done by triangulation of sources and methods.

Results: At the level town and districts showed that was found the characteristic of innovation and risk-taking through modification program. The characteristic of attention to detail was executed in the operational technical program from planning, budgeting and implementing of activity. The characteristic of outcome orientation also was made in each level of the working system through coordination with various partners. The characteristic of people orientation and the characteristic of team orientation formed because of many supported by the rules of government and head of the institution in establishinga system of collaborative work among employees.

Conclusion: The characteristics of organizational culture at head office of The Agency of Family Planning and Women Empowerment City of Palembang showed that five variables was studied more visible dominant than the characteristics of organizational culture at the District Bukit Kecil and District Sematang Borang.
