THE ANALYSIS TOWARD POLICY IMPLEMENTATION OF LABOR INSURANCE (JAMPERSAL) AT PUBLIC HEALTH CENTER LEVEL IN OGAN ILIR REGENCY IN THE YEAR 2012

Abstract

Background : Labor Insurance (Jampersal) is a policy that has been running for nearly two years since January 2011. Jampersal program aims to reduce AKI and AKB accordance with the MDGs target. But in fact there have been no significant changes to the decline of AKI and AKB in 2011. Therefore, this study aims to know more about Labor Insurance policy implementation in Ogan Ilir Regency Year 2012 in accordance with the Regulation of the Health Minister of Indonesia Republic Number 2562/ MENKES/PER/XII/2011 about Technical Manual of Labor Insurance.

Method : This research is a qualitative study. The data were obtained through in-depth interviews, qualitative observation and document review. The data were analyzed using content analysis. The research units are two community health centers in Ogan Ilir Regency by the number of informants 7 people.

Result : The entire informants have already known this Jampersal purpose and most of the informants have a good knowledge related to Jampersal. On the practice in Health Department and Community Health Center it has been accordance with the Regulation of the Health Minister of Indonesia Republic Number 2562/MENKES/PER/XII/2011 about Technical Manual of Labor Insurance. But there are obstacles to achieve this Labor Insurance, they a : the availability of human resources is not comparable to the number of people served, the payment of claims is always late, and has not been in operation status of the Ogan Ilir Regency hospital become an obstacle to labor service in advanced level.

Conclusion : It can be concluded that the implementation of policies in the area of ​​Labor Warranty Ogan Ilir in 2012 still found the constraints on the input and the implementation process Jampersal. Advice to Management Team and the Health Center is to be able to agree on a common fund for the payment of claims Jampersal and immediately Ogan Ilir operates hospitals due to lack of effectiveness and time efficiency targets if the advanced level of service delivery should be referred to a hospital outside Ogan Ilir.
